Signed recommendations, staff reports and proposed rules are different records. Reported rezoning approval does not establish the final signed conditions.
Agency correspondence
Start with project correspondence. WYDEQ request 26-866 produced eight PDFs totaling 212 pages in the preserved release. All originals and the complete ZIP accessible. The request page currently has access restrictions; local preserved PDFs remain separately available. (W1, W2, W3)
- Project introduction and water description — Email 1: February 18 description of the project, proposed components, cooling-water assumption, and intended permit application. Two-page PDF; substantive introduction on p. 1.
- Air and siting correspondence — Email 8, pp. 1–9: Air and siting introductions, consultant estimates and scheduling discussions. The February 11 air statement is on p. 2; jurisdiction/pre-jurisdiction scheduling is on pp. 7–9. Standard attachments begin on p. 10 and continue through p. 187. They are background guidance, not Site Layer 4 approvals or a certification of current law.
- September 16 agency-status reproduction: A separately preserved text reproduction of the response, not a ninth PDF and not a refreshed agency statement.
For legal propositions, use the current statutes linked in State oversight. The 2018 rules included in Email 8 are historical attachments; current implementing rules remain a verification target. (W2; state rules-review limitation)
Records behind this site
Project decisions and filings: County application; signed August P&Z minutes; posted rule proposal; official hearing notice; federal order and compliance package. Secondary reporting is distinguished from adopted instruments.
Project correspondence and statements: DEQ release and dated status reproduction; county planner reports and response provenance; Wheatland REA’s member letter. Statements by the applicant, consultant or utility retain their attribution.
Current legal framework: Current county rules and separate solar chapter; current state statutes; FERC tariff and filing guidance. Check applicability before treating a general rule as a project obligation.
Comparison records and research leads: BFC/Cheyenne exemption records, Chugwater material, air-permit inventories and unfinished searches are available in Project notes. Comparison records do not determine Site Layer 4’s status.
How to read this site: A direct record supports what that document says. An applicant statement is not an independent technical finding. Analysis explains an inference. A proposed request is not adopted law. “Unresolved” identifies the limits of the reviewed evidence.
Privacy and fairness: Summaries omit unnecessary personal contact details. Original public records may contain them. Absence from a partial production is not proof of wrongdoing. Corrections, original records and dated search boundaries remain available.
